FCRC Certification

Save the Date:

CSI requires all of their FCRC committee members to participate in their fall FCRC Certification training annually. We are requiring all of our our CSI SCs to also recertify annually. It is a good way to maintain continuity with their procedures and assuring that the SC Program enhances, but doesn’t undermine, their FCRC system.

The fall trainings are on Friday, September 21st, 10am-2:30pm at Riverview Co-op or Monday, September 24th, 10am-2:30pm, at New Horizons Co-op. Sharon Bolden,  Education Coordinator, is sending out the training invitations and the SCs are required to RSVP to her with which training they are choosing to attend. I have not yet figured out how Laura and Karen will participate, but I hope to arrange with Washington Square for them to take their van along with the FCRC members from their co-op who will be driving out for the training.

Monthly CSI Liaison Meetings – Tip of the Week

i.      Role of Liaison is to call your monthly meeting, but co-op culture is that they liaison isn’t responsible for assuring the members take responsibility for attending  (this is true of any co-op meeting, including council meetings).  You can broach the idea of whether it would be a good idea if somebody made reminder calls the day before your monthly meetings to assure more representative participation. This cannot be the liaison or the SC, so a co-op member (the President, FCRC Chair, or Education Chair) would have to volunteer to do this.

ii.      Please bring your co-op specific contact sheet to your next monthly meeting and update it with your new co-op leadership and any missing information. Please update the sheet and resave it to the shared drive so that we all have access to the updated information (this is especially important for your substitute SC and me). Thanks.

iii.      Please ask for updated House Rules and Bylaws if they have changed since your start date. Please give me a copy of the new ones. You won’t automatically receive updates, so it’s a good topic for monthly meetings.

CSI Annual Management Meeting and Luncheon

The Council members at my co-op have invited me to the CSI Annual Meeting on 9/28 and offered me one of their co-op guest tickets. If it is appropriate, I would like to attend. Do you happen to know what CSI’s stance is on SCs attending this event?

Sharon’s Answer:

You would be attending the Annual Meeting Luncheon as a guest. The cost of the ticket is $15. If the co-op is paying for your ticket it should be approved by the council since the payment will come from their house funds (fundraising profits).

CSI employees that are not members of the co-op (purchased a $100 non-housing membership) are required to take a vacation day and purchase a ticket. I just spoke with Estrelita our H.R. person and the hours for this day are not covered for our non-members CSI employees to attend. They must take a vacation day. Therefore, if a SC attends he/she will need to use a vacation day. CSI will not bill this as a working day.

Fair Housing Act Expands to prohibit discrimination on the basis of sexual orientation, gender identity and marital status

The Fair Housing Act prohibits discrimination in rental, sales and lending of housing on the basis of color, disability, familial status, national origin, race, religion and sex. In addition, the U.S. Department of Housing and Urban Development (HUD) has new regulations intended to ensure that HUD’s housing programs are open to all eligible persons without regard to their:

Sexual orientation

Gender identity or

Marital status

HUD’s goal is to ensure that their programs are carried out free from discrimination and are models for equal housing opportunity. Now lesbian, gay, bisexual, and transgender (LGBT) individuals are guaranteed equal access to HUD housing and shelters.

The new regulations were published in the Federal Register as

Equal Access to Housing in HUD Programs – Regardless of Sexual Orientation or Gender Identity. The rule took effect on March 5, 2012 and it makes the following provisions:

1. Requires owners and operators of HUD-assisted housing, or housing whose financing is insured by HUD, to make housing available without regard to the of sexual orientation, gender identity, or marital status.

2. Clarifies that all otherwise eligible families, regardless of marital status, sexual orientation, or gender identity, will have the opportunity to participate in HUD programs.

3. Prohibits owners and operators of HUD-assisted housing or housing insured by HUD from asking about an applicant or occupant’s sexual orientation and gender identity for the purpose of determining eligibility or otherwise making housing available.

Fair housing practices is one of CSI’s corporate core values. At CSI, we embrace the diversity of our members and treat all members with respect. We encourage our members to recognize the value of their diverse communities. We are consistent in our standards, policies, and the treatment of our members to promote fairness and equality.

Fall Prevention by Dr. Allon Goldberg

Anne Sackrison confirmed that having a Professor from WSU conduct a workshop that included an optional referral to a University-sponsored study is not solicitation. Dr. Goldberg and his students have provided numerous fall prevention activities at the Hannan Center for Senior Learning over the years, and we also feel comfortable with him and his workshops.

Maryanette’s Liaison had posed this question to Anne after Maryanette shared the workshop idea and potential concern with him:

“The service coordinators from Wyandotte are planning the September education meeting.  They have asked Dr. Allan Goldberg to speak from Wayne State University school of gerontology about fall prevention.  He asked if it would be OK to mention a study that they are currently doing on seniors, which would pay them to participate if they were interested.

I think it would be fine since its through Wayne State.  I just wanted to get your opinion on it.

Dr. Allan Goldberg’s phone number is 313-577-8608 if you have any specific questions for him.”

Thanks CSI for the input!

Hosting a Co-op Health Fair

Information on hosting a health fair is limited and is on the logic model that each of you has for your site. You have a hard copy in your binder and it is available on the shared drive under Program Staff-Service Coordination-Site Specific (select your co-op)- Logic Model. It’s a large excel file. Open the “Year 1” tab. The last outcome/output requested in column J is:

“Policy Priority-Housing as a Platform-Number of HUD housing and community residents participating in periodic mobile health screening events  |Participants”

In order to comply with Hannan and co-op procedures, please follow the following guidelines when hosting health fair:

1. Utilize non-profit and/or governmental services (no for-profits)
2. You can provide vaccination education, but no vaccinations of any kind.
3. Check with Sharon (cc Rachel) on which neighboring co-ops you could invite in order to meet the “community” requirement. This is easy for Madison Heights – just invite New Horizons. For others, Sharon may be able to give guidance. I’m cc’ing Sharon.

Please bring your hard copies of your logic models with you to Thursday’s training here at Hannan. It will help you as Wendy shares the amazing, beastly tool she has created to help you understand and fill out your respective logic models.

CSI Consent to Release is Valid for 5 Days

Sharon and I spoke and we mutually agreed that SCs working with members on CSI related issues (such as certification) should ask the members to sign an AASC Online Consent to Release information to CSI for 5 days. This will allow sufficient time for a representative from CSI to return any calls that may have been placed with the member. SCs should fax, email or deliver a signed consent to release to the appropriate CSI staff person regardless of whether you will talk with them (ie if you are working with a member to complete CSI paperwork and there is no need to ask CSI any information, you should still do the Consent to Release). If the member has a later request to address CSI related issues with you, you will need to get an additional signed Consent to Release. This is a good way to ensure that the SC and CSI staff don’t enter into ongoing conversations regarding a member. Thanks all!

CSI Certification Tips

Tips from Sharon:

– Answer all questions as truthfully as possible, especially income. The recertification paperwork gets crosschecked with multiple databases. If it is found that a member incorrectly estimated their income, the member will have to pay the federal government back for their underestimated rent costs. Moving out of the co-op won’t resolve this problem, because the debt is to the federal government, not the co-op. Ask probing questions about any side jobs, SSI, or pensions (no matter what size) a member may have.

– Prospective members with criminal records can apply, so long as their conviction was 10+ years previous. However, they will not be accepted if it was a sex crime.

– Family members or roommates must be on the lease. A single family member can move in post occupancy, but receives greater scrutiny in their application than they would if they were on the lease from the beginning.

– Garnishment for child support or alimony is not considered when calculating rent.

– If a member is away or in the hospital when their recertification papers arrive, upon their return you should communicate to them (if they are your client) that they should call their certification specialist and ask for an extension.

– If a member misses the deadline for submitting their recertification paperwork, their rent goes up to market rate. This can be rectified, but will take some time.

– If you assist a member with their recertification paperwork, you need to ask them to sign a Consent to Release information to CSI (valid for 5 working days), even if you never talk with the certification specialist.

Most Important: Find out when the recertification paperwork for your co-op is mailed to the members. It is different for each co-op. You will have a swell in clients coming to see you, so be prepared! An excellent time to enroll members you have not yet met.

Approaching members…

CSI Service Coordinators, please know that to respect the culture of the Co-op, the service coordinator cannot approach the chair of any committee except FCRC and Education. Thank you!

A message from Sharon…

Hello everyone,

I met with Anne this morning and here are some answers to your questions and concerns:

  1. Regarding members translating for members when a service coordinator is assisting a  Limited English Proficient (LEP) member, the member receiving the service from the service coordinator may bring a translator that he/she has selected to assist them. The service coordinator cannot  assign or recommend a translator to assist a client.
  2. Staff does not have a roster to provide to you monthly. Per Sandy Jacques and Anne Sackrison, CSI National Operations Manager, CSI staff will only provide you with the name and apartment number of the members.  The liaison can provide you with the name and apartment number of new members, but not the date of the move-in.
  3. When you request permission to attend the floor meetings from the council via the co-op president, the request is for one time only for the purpose of explaining the SC program and to obtain the information for the ASK software by having the members sign the appropriate form.
  4. In the future when a liaison is not responding to your phone calls  in a timely manner , please email the liaison with your request and cc: Anne.Sackrison@CSI.coop

Please let me know if you have questions or comments.

Thanks for all you do for our members!!!

Sharon Boldon
