The Webinar presented today by Lindsay Felsing provides some good information on how to maximize Medical Deductions for applications to DHS for Food and Medical Assistance as well as how the Recertification process will work through the MiCAFE Partner Channel. CSI Recertification Paperwork

Answer from Sheila regarding the SC role with Recertification paperwork:

As it stands today the SC can assist with the packet only to fill out the forms. The SC should not be getting involved with the bank or any calculation of the rent payment. I am not sure if it is necessary for the SC to contact the Certification Specialist for the co-op.

As far as I am aware the SCs have a good understanding of the certification packet since each of the SCs have the information in their CSI manual. CSI does not want to get into a fair housing issue for incorrect information stated to the member by an SC.

Therefore, the SC can only assist with the filling out of the paperwork for recertification purposes. Just an FYI many of these members have been filling these yearly forms out without any assistance for many  years, if they need help due to low vision or memory issues that is understandable. In several co-ops if the SC did help all the members with this process it would be a daunting task. We have trained staff to assist the members with this procedure. Thank you for understanding this sensitive issue.

MMAM: HUD Property Contract Administrators

fair housingI have a helpful resource to share regarding HUD policy.  Michigan Multi-family Asset  Mangers (MMAM) has Resident Coordinators.  They are a mediator agency;  a contract administrator for some HUD properties.   (MSHDA also does this for other properties.)  They are investigators and mediators to make sure HUD rules are being followed by management.     They can open an investigation, for example, when there are discrepancies between members, who did not recertify on time, and management.   They cannot investigate while a member has an attorney.  They can investigate after a member has signed a repayment plan.   They are a great a great source of information about HUD policy.    For instance, they may find rules were not followed with management’s  delivery of letters to members…some letters  have to be mailed by certified mail and given to the person, sometimes putting them under the door is fine.  If CSI makes an exception for a member, with no history of doing the same for all members in the past, this is not allowed.  (“What we do for one we do for all.”) Here is the contact information:

CSI Recertification – Role of SC

Answer:

Recertification. You can help members fill out the forms if you have (a) a
consent to release to certification dept at CSI (they may ask you to fax it to
them), and (b) you have a representative from the CSI certification dept on
conference phone while you are with the member. It will be the CSI
representative who walks the member through the steps of recertification. You
are just there as another set of eyes and, if needed, a writer (especially for
members with low vision or with low literacy skills). If you are the one
assisting with physically filling out the application, make a blank copy for the
member to follow along with the CSI rep and you.
Yes, you can look up
addresses in the computer, but you can not collect documents.

Question:

They’ve begun recertification here. How involved do I
get with folks with questions about their paperwork? As I understand, I can
maybe help folks read the forms and look up addresses on the computer, but
nothing beyond that. Is that correct?

Recertification for Co-op Members

Simplification of the Certification/Recertification Process with Co-op members:

If a member (or prospective member) schedules an appointment with you for assistance with certification or recertification paperwork, please use the following procedures:

1. Give the member two options:

a. The member can contact the certification department directly and they will assist the member over the phone with the paperwork. The phone number will be on their document.

b. The member can contact the certification department with you on speaker phone from the SC office and they will assist the member and the SC with the paperwork over the phone.

2. If the member chooses to work with you, they must:

a. Become an active client (ie all Intake, Assessment, ISP, Confidentiality and Release forms must be completed).

b. Sign a Consent to Release form specifically permitting you to speak with the CSI Certification Department regarding their certification paperwork. This form must be time limited to 5 days.

c. The SC must fax the Consent to Release form to the CSI Certification Department prior to the phone call.

3. If the member has literacy challenges, the SC is permitted to assist with writing the information down on the certification forms during the phone call with the certification department.

4. The SC may not help the member obtain any of the information requested in the certification process.

5. The SC should be very clear with the member that CSI is the entity that determines eligibility and rental rates.

6. Until further notice, the CSI SCs can not contact the certification department to inquire when their co-op is due for recertification. Sharon is inquiring if this can be an option in the future because she recognizes that when recertification times come due at a co-op that it adds an extra work load for the SCs and that Anne Sackrison has let the members know that the SCs will be available to assist with the recertification process.
