Bridge Card

People may believe it’s too late to file their HHC.  My best practice to get the word out was to deliver notes urging members to file for HHC and notify their DHHS worker if the amount was $20 or more.   Members who used AARP tax prep were given notes that I provided and AARP passed them out, if they qualified for $20 or more.  The notes urged them to report this to their DHS worker.  In a note to my actives, I offered to assist to complete the claim form and to email the signed form to their workers.  Many members thought they would have a SNAP CUT if they received over $20, or that they don’t pay for heat, so they couldn’t get a HHC.  These beliefs had to be explained away.  I’ve done a lot of these claims and I’m available if you have questions.

I received verification from DHS supervision about assisting members that were effected by the Heat and Eat decision. The State had to provide $20 for heat to each food assistance eligible public assistance recipient, (about $40 million) and then the Feds could  continue funding the higher Bridge card amounts.  Michigan did not provide this.    However, members that receive $20 or more from the Home Heat Credit (HHC) will preserve their, “higher” Bridge card amounts.  The DHS workers do have access to the Michigan Treasury’s HHC records.  The deadline to file a HHC is September 30. The explanation from the Kalamazoo DHS supervisor follows:  You are correct that we have seen many FAP benefits cut, especially those in subsidized housing where their rent includes heat. This resulted from a federal law change. Lansing along with other states were able to give all FAP cases the full heat standard by issuing $1.00 per year in energy money to clients. The federal level considered this a loophole and shut it down. They changed the law to state that at least $20 in energy funds, had to be given yearly to each FAP client in order to give every FAP client the full heat standard. This amount was too costly for the state to exercise.

Two Bridge card reductions, Utility assistance changes

 

Judy and I gave a presentation at DHS to let Adult Services know more about service coordination.

We learned that a recent small cut to Bridge card amounts was due to a change in a credit that determines Bridge card amounts.  The credit is from a heat and utility standard.

Another Bridge card reduction will take place on November 1st.  A stimulus is due to end, then.  DHS could not say how much, but it will  be a more significant cut.

Some good news: DHS will accept proof of a past due notice, now.  Some not great news: Also, DHS will not make electric and heat utility payments under State Emergency Relief (SER) during a non-crisis period from June 1 through October 31.  Bet they will be swamped at DHS on November 1st!  They still need us to have members apply for SER, and get a Denial Notice, for members to take to other resources & to see if they are eligible for any other assistance.   DHS is still able to get a two week hold on utility shut off dates.

We have Consumers Energy here.  We can apply for authorization to get  holds using an assigned ID.  If you have Consumers, just email a request to whitney.skeans@cmsenergy.com – this comes from Alan Long at Consumers Energy.

I was concerned about members with health related needs for electricity, including air conditioning!  However, DHS Adult Services may have funds for members past due bills.

Ask a DHS worker

Washington Square will have Juan Ortiz, Volunteer Services from the Kalamazoo County DHS office give an educational presentation to answer common questions and clear up confusion. A list of questions was gathered from the members and sent to Mr. Ortiz.  He may take the questions and create a True or False handout. There will be free hot dogs and beverages, and hopefully a lot of participants! I’m having a little trouble attaching the flyer, so just  trust me that it’s an eye catcher!

Adult Medical Program Open Enrollment

Adult Medical Program Begins Open Enrollment

Adults age 18-64, without health insurance, may begin to apply to the Adult Medical Program with the Michigan Department of Human Services (DHS). Open enrollment begins April 1st and continues through April 30th. The Adult Medical Program pays for basic medical care with low, to no co-pays and offers more coverage than a County Health Plan. To qualify you must:

  • Be between the ages of 18-64
  • Have no minor children at home
  • No income to low income: $316 (gross) a month, $425 a month for a married couple (higher income if working)
  • U.S. citizen, or legal resident for 5 years

You may apply at your local DHS Office. You may also use the DHS Kiosk computers in the lobby to apply online for the program, and someone will assist you. An application is also available online. The enrollment period ends on Tuesday, April 30.

Finding DHS Contacts On-line

and go to the bottom of the page, there is a “contacts” list, and you can do employee lookup that way. I have found it is best to use a last name and first letter/asterisk (Wilson, K*) even if you know the first name of the employee.

If you have the client’s birthdate and SSN, you can also call the automated MiBridges line at 888-642-7434 and find worker information using that system.

Adult Benefit Waiver Program

The attached flyer is pretty self explanatory. It is for very low income persons. It is very time limited. These openings seem to only occur every so often – once a year or more or less? Cheryl

Plan A/ABW provides comprehensive health coverage-

 

including $1.00 co-pay for brand and generic prescription drugs.

Who is eligible for ABW/Plan A?

Adults age 19-64;

 

U.S. citizen or a legal resident in the U.S. for at least 5 years;

 

You have no income or very low income:

o

 

$335 a month for a single person (or work income less than about $620 gross per month)

o

 

$452 a month for a married couple (or work income less than about $750 gross per month)

 

Less than $3,000 in assets (exclude 1 car and home)

I think that Michigan DHS has an improved web site.  Worth going to for information on weatherization, burial, etc.  – Cheryl

DHS Customer Service Number

Answer:

Have you tried DHS Customer Service? Their number is 517 373 0707. They can give you the name and phone number of the workers’ supervisor. I usually have success getting case workers to respond by contacting their supervisor.

Question:

I’m working with two members to get Home Help. One of them had an interview and the DHS employee said that they would get back to them with an answer. The other has not even been contacted after submitting the application. I have tried their normal DHS workers (for foodstamps and medicaid) and I did try contacting the Adult Services DHS worker that came out to interview the member. I haven’t been able to get responses from any of these workers on the progress of their cases.
Does anyone have a contact with DHS Home Help/Adult Services in Wayne county that might be able to help?

Have you ever wanted to find out the name or  contact information for your member’s DHS case worker? What about whether your member is receiving Food Assistance? If they are, how much are the receiving monthly, what day of the month do they receive it, and what is their current balance?  How about information about their Medical assistance?

If you discover that a member does have Food Assistance but has not received their actual Bridge card, you (or the member – remember to empower those members people!) can call the customer service line to request a new or replacement card. Just call 1-888-678-8914 and follow the prompts to report a lost or stolen card and then when you get an actual person on the line, explain that the member never actually received their Bridge card and one should, should, should arrive in 3 – 5 business days. Go get ’em!
